TulioAndMiguelMPG plans to release this asset within this year.
While looking for the ideal 3D tilemap tool, a Reddit user named TulioAndMiguelMPG experimented with various options from the Asset Store, but they were frustrated by the need to manually merge the tilemap into single meshes each time they wanted to make a change. Their custom tool, however, doesn't store tiles as GameObjects and immediately recalculates and rebuilds any chunk that was affected when editing, with an extremely seamless tile painting result, as shown in the video.
The developer mentioned, that it supports prefabs, and prefabs with rules are on the roadmap. Collision mesh for the terrain is automatically generated based on the tilemaps settings, plus it supports multiple world layers. Mesh combination is automatic, however, transitioning between tiles isn't currently supported out of the box.
The art in the demo is also fully custom, and TulioAndMiguelMPG shared a few tutorials that helped them a lot to create it. The water is a part of the tile system, and the flowing parts are specific meshes that have multiple UV channels for the direction of the water and the same for the splashes.
