A content creator provided a nice overview of Rockstar's plans for the game.

GTA 5 is a great game that possibly could have been even better with a bunch of expansions. If you were wondering about its canceled DLCs but never got to explore them, content creator Synth Potato shared a great overview of Rockstar's plans.
The first has been in the news plenty of times: the "agent Trevor" DLC has been confirmed by the character's actor Steven Ogg, who revealed that Rockstar had some footage even, but then it disappeared. According to Synth Potato, the expansion was halfway done and was going to have 38 story missions "with Trevor being recruited by the IAA in some form to become a secret special agent and track down the rogue AI."
There were supposed to be 4 new characters, 12 assassination contracts, and 2 weapons: a crossbow and a harpoon gun.
"The Casino was supposed to be opened alongside the release of this DLC in Single-player GTA 5, and one heist in this expansion would've involved robbing the Casino. This general idea laid the groundwork for the Diamond Casino and its heist later down the line in GTA Online."
Another DLC should have been set during the zombie apocalypse, potentially after Ending A.
"Michael De Santa alongside his wife Amanda and his son Jimmy would've been the playable trio of this expansion. An overhaul of Los Santos was planned where massive walls would go up around the city to block the spread of the undead, boarded up buildings, apocalyptic art, etc., was all spread around Los Santos."
18 story missions have been data-mined, involving getting food, medicine, ammo, and a cure for the disease. Eventually, only a zombie survival mode made it to the game, leaving the bigger idea behind.
Then, a Liberty City expansion reportedly entered development in 2014 or 2015, and some images from it, now deleted, appeared in a Rockstar artist's portfolio.
There were also allegedly an alien invasion and North Yankton DLCs, but not much is known about them.
I'm pretty sure we won't get any expansions for GTA 5 anymore, as GTA 6 should be released next year, but Rockstar might include some of its older ideas into the new game, who knows?
