It's a sad trend.

The whole gaming world is eagerly waiting for GTA 6, expecting a very high level of quality from Rockstar. However, not everyone believes the game will run at 60 FPS when it's finally out this year (hopefully).
Speaking on Kiwi Talkz, Mike York, former Rockstar animator, expressed his doubts about GTA 6 hitting the numbers at launch:
"I don't know if they'll be able to pull off 60fps," he said (via GamesRadar+). "I don't think so. I think they're gonna be shooting for 30 FPS – and a locked 30 FPS, meaning it never dips below that. They're gonna try to optimize as much as they can to where it never goes below 30. But it can be bumped up to 40, 41, 52."
But he thinks GTA 6 will get "super optimized" by the time it comes to PC (whenever that is) and produce a stable 60 FPS.
"I don't think [the] initial release it'll come out at 60 FPS unless it's getting those 60 FPS by [using] an AI upscaler thing like the PlayStation is doing, unless something is coming in and helping it get those 60 FPS," York continued. "I don't think it'll get the 60 FPS raw out the gate on a base console. PS5, for instance. Maybe PS5 Pro, or whatever, but I still don't think so."
It's important to note that York hasn't worked at Rockstar since 2017, and this is speculation on his part, but his experience there does give his words some weight.
"I don't know what they're doing over there," he said. "I don't know how massive this is going to be. But from my experience, they're going to squeeze every little freaking thing they can out of it and then optimize later for 60 frames because it's not as important as just making the game amazing at 30 frames."
Not supporting 60 FPS at launch has become an unfortunate trend, which usually irks players. However, with GTA's popularity, I'm sure most of them will overlook this fact.
York also talked about the culture at Rockstar, working on Red Dead Redemption 2, and the combat system in GTA 5, but the video was removed from the Kiwi Talkz YouTube channel at his request. "He asked for it to be taken down cause he said some stuff that he shouldn’t have said apparently," the host, Reece Reilly, shared.
