It's even worse than Fallout 76.

Last week, Bethesda's recently-released space-themed RPG Starfield broke a new anti-record and became the lowest-rated Bethesda game on Steam, with only 71% of the game's 96K user reviews being positive.
While the studio's new IP still retains its Mostly Positive status, its approval rating has significantly declined over the past few weeks, making Starfield, in the eyes of the Steam community, the worst Bethesda has to offer. With only 71% of reviews being positive, the new RPG has a lower rating than all The Elder Scrolls games (Morrowind, Oblivion, and Skyrim), Fallout 3 and 4, and even the widely-disliked Fallout 76, which is currently rated 1% higher than Starfield.
The primary reason behind the negative reviews appears to be rooted in Starfield's approach to its main storyline and quest design. Several users have pointed out that the majority of the game's side quests and faction missions are unexciting and uninspired, while the main quest and its conclusion leave much to be desired.
Additional criticisms target the game for its lackluster NPCs and companions, underwhelming gunplay and economy systems, repetitive space battles, unnecessary perks and gameplay mechanics, and, of course, the unimpressive procedurally generated environments.

Starfield's new Steam rating now seems to be more in line with the one the game has on Metacritic, where the game has a user score of 6.7 and a "Mixed or Average" status:
